The tire pressure gauge has an error of ± 1.5PSI while measuring.

Why does the number on the display keep changing when using the tire inflator?

The air is flowing during the test or inflation, so the readings will change constantly. The air compressor cannot read the actual pressure while inflating. You may add/bleed air after you let go of the trigger and read the pressure.
